Contract Description:
FY-20XX Contract Description:

This contract's specific portion of the entire project (2003-017-00 and 2011-006-00) addresses overall coordination tasks.  The overall technical and scientific coordination of the project is accomplished by the project sponsor (NMFS/NWFSC, Dr. Chris Jordan) through this contract.  Specifically, the FY2017 instance of this contract will involve the following tasks.

A 70 PIT tag instream antenna design and installation - Design, build, install and maintain in-stream PIT tag antenna infrastructure for ISEMP projects in the John Day, Wenatchee/Entiat and Salmon River basins as needed due to annual maintenance demands and period equipment failure due to multiple causes.

B 162  Developing restoration scenario estimated impacts on fish populations - Develop quantitative relationships that describe the expected change in summer and winter rearing capacity, spawning capacity, summer and winter juvenile survival, and adult and juvenile tributary movement patterns for stream rearing salmonids, specifically steelhead trout and spring/summer Chinook salmon as a function of changes in stream habitat quality and quantity.

C 162  Population Life Cycle Model for Chinook in the Wenatchee River basin - Collaborate with WDFW staff on the parameterization of a population specific life cycle model for natural origin Spring Chinook in the Wenatchee River basin.

D 189 Coordinate ISEMP and CHaMP into regional RME processes - Participation in regional RME planning processes to integrate ISEMP/CHaMP data, lessons learned, and analyses into ongoing or emerging RME or tributary habitat management decision making processes.

E 174 Annual Analysis Work Plan - Through regular meetings, weekly coordination calls, and analysis workshops, develop an annual analysis workplan for ISEMP/CHaMP analysis team based on progress to date on current analysis tasks, input from BPA, NPCC and NOAA staff regarding FWP and FCRPS BA and BO needs.  

F 119 Manage and Administer Projects - Develop an annual analysis work plan for ISEMP-CHaMP and provide copies of financial and administrative documents throughout the length of contract and as required by BPA. Coordinate and attend conference calls and meetings to communicate project status and needs with BPA COTR.

G 156 Environmental Compliance - Provide necessary supporting documentation and assistance to BPA's Environmental Compliance Group (such as maps, design drawings, survey reports, permit applications, ESA documents, etc.) to assure a timely receipt of EC compliance letter.  Provide copies of fully executed ESA sampling permits for fish work under ISEMP.

H 185 Produce Periodic Status Reports - Pisces based reports on the status of milestones and deliverables.  Reports shall be completed either monthly or quarterly as determined by the BPA COTR.  

I 202 BiOp RPA Report for CHaMP CY 2017 - Develop material for inclusion in annual RPA report.  Provide to Terraqua (CR 293052) for technical editing that final report assembly and delivery.

J 132 Produce CY2017 Integrated RME Technical Report for ISEMP/CHaMP - Develop material for inclusion in Integrated ISEMP/CHaMP technical report, provide to Terraqua (CR 293052) for technical editing and final report assembly and delivery.


The role of actions under this contract are to integrate and oversee all other ISEMP (2003-017) contract and cost-share actions.  As a result, some WEs appear redundant with other contracts; however, these are shared tasks and tasks where direct NOAA staff or contractor participation is necessary.  All potential WE overlap is identified in the WE description.

Background:

The Integrated Status and Effectiveness Monitoring Program (ISEMP, 2003-017-00) is an ongoing collaborative effort to design, test, implement and evaluate Status and Trends Monitoring for salmon and steelhead populations and their habitat, and watershed-scale Effectiveness Monitoring for management actions impacting salmon and steelhead populations and habitat in the Interior Columbia River Basin.

ISEMP explicitly addresses work requirements of many 2008 FCRPS Biological Opinion RPAs (56.1, 56.2, 56.3, 57.1, 57.2, 57.3, 57.4, 57.5) and is directly related to additional 2008 FCRPS Biological Opinion implementation strategy requirements and recommendations. ISEMP takes a pilot-project approach to the research and development of monitoring by implementing experimental programs in several major subbasins of the Interior Columbia: the Wenatchee, Entiat, Methow, John Day, South Fork Salmon and Lemhi River basins. The overall goal of the project is to provide regional salmon management agencies with the data, information and tools necessary to design efficient and effective monitoring programs.

Specifically, ISEMP generates quantitative guidance on and examples of: the robustness and limitations of population and habitat monitoring protocols, indicators and metrics; sampling design approaches for the distribution of monitoring effort in time and space; analytical approaches to the evaluation of monitoring data, information and programs; effective data management and communication designs that support the use, standardization and compilation of implementation, compliance, status, trends and effectiveness monitoring data by regional data generators and decision makers; and finally the design and implementation of watershed-scale restoration actions to maximize both the biological impact and associated learning opportunities resulting from the design and implementation strategy.

Through its work to date, ISEMP has developed expertise in the coordination and implementation of large-scale monitoring data collection programs. Applying this experience, ISEMP coordinates the installation, maintenance and calibration of in-stream PIT tag arrays across the Snake River basin and is designing and coordinating the implementation of a Columbia River basin-wide stream habitat status and trends monitoring. These programmatic implementation facets of ISEMP leverage previous experience with logistics and social factors to effectively implement comprehensive, standardized monitoring research and development at an unprecedented scale.
