Work that facilitates fish passage over a human-made barrier by breaching or removal without replacement. This includes dams, weirs, fish ladders, tidegates, culverts, bridges, and road crossings. If the dam is part of a diversion, use 208. Irrigation Infrastructure Construction or Replacement. If installing a fish passage structure at the same location, use 184. Install Fish Passage Structure, and have removal of the passage barrier as a milestone under that work element.

This work will provide access to XX miles of habitat through the removal of a fish passage barrier impacting XX life stage for XX species. If designing the structure(s) involves significant technical detail or engineering specifications use 175. Produce Design.
When removing a barrier AND installing a fish passage structure and BOTH occur at the time and at the same site, use 184. Install Fish Passage Structure and have the barrier removal as a milestone.
Rule 2 (Location of Work):
If you are removing or breaching dams at various locations, a work element must be created for each location to document metric requirements. This does not require multiple work elements for 165. Produce Environmental Compliance Documentation.
Rule 3 (Complexity):
If pre-implementation work is minor, it may be lumped in with the Remove/Breach Fish Passage Barrier work element. If pre-implementation work is significant, or if the project is complex and/or large-scale (e.g., capital construction), work that enables or facilitates actual implementation (e.g., land access or purchase, feasibility, design, and construction management) will likely be separate work elements.

Rule 4 (Metrics):
If removing/breaching a dam is part of a connected effort to correct multiple problems at a single location, each with different metrics, split out each as a separate work element. The exception is when removing a dam AND installing a fish passage structure and BOTH occur at the time and at the same site. In this situation, Remove/Breach Fish Passage Barrier should usually be included as a milestone under 184. Install Fish Passage Structure, rather than added as a separate WE. This eliminates the possibility of double counting metrics. Building from the example in Rule 3, breaching Big Ugly Dam could be part of a comprehensive restoration project, that could include:

The EC Lead will determine if work under this work element may be able to have ESA-coverage (NMFS & USFWS) under the current version of the Habitat Improvement Program Biological Opinions (HIP BiOps). Work that qualifies must comply with conservation measures in the HIP Handbook. Medium to high risk projects will require a technical review by the Bonneville Engineering Technical Services. Before conceptual design commences, contact the EC lead for HIP applicability, instructions and information requirements.

Overview:
This drill-down report shows the Program's Habitat Accomplishments from fiscal year 2005 forward. Figures are based on the High Level Indicators identified by the Northwest Power and Conservation Council, and aggregate metric data entered by the contractors doing the work on the ground. For past years, these charts show Actual metric values for Completed work; for the current year they show both Actual metric values for Completed work and Planned metric values for Planned and In-Progress work.

Overview:
Shows the estimated spending by Focal Species – various anadromous and resident fish and general wildlife category – by fiscal year. Since contractors don’t invoice BPA by work element, much less by focal species, this report allocates project costs by the proportion of the work element budgets and the focal species associated with each work element. This report has two tables: Spending by all Focal Species, and Spending by ESA-Listed Focal Species (a table that allows BPA to meet federal reporting requirements).
