| D | 175 | Produce Design | Lookingglass Project Design | The Lookingglass Floodplain Restoration project is a high priority action (as identified in the Upper Grande Ronde Atlas prioritization framework (UGR 1) Tier 3) in a high priority area as determined by the Grande Ronde Atlas Development Team based on the most current biological and physical habitat data.
Oversee, administer, and facilitate ongoing fish habitat and floodplain restoration design on Lookingglass Conservation Property. Tasks include administration and coordination of subcontracted engineering services for habitat restoration and new bridge on Lookingglass Creek. Design work includes survey, hydraulic modeling, completion of construction drawings and specifications, bridge/foundation design and specifications, and assistance with environmental permitting/technical support and development of construction contract bid solicitations and construction contractor selection. Project design contractor (Wolfe Water Resources) was selected and awarded a contract in August 2022. Project planning and design has continued through 2024 with 80% designs completed and progress towards final design. Design delays are largely attributed to the need to complete initial Section 106 surveys in order to adjust designs to avoid resources and impacts. Final section 106 surveys and reporting is scheduled for completion during summer 2025. CTUIR's intent is to finalize design and permitting during 2025 with initiation in phase 1 construction in Fall 2025 with project activation and construction completion during summer 2026.
The Project is located in the Grande Ronde River Basin along Lookingglass Creek, a tributary of the Grande Ronde River, between river miles 4 to 6. The project reach sits at an elevation of approximately 2,800 feet with contributing watershed area of 95 square miles, which is predominantly spring-fed and snowmelt driven. The project reach is under ownership of the CTUIR and is bordered by Umatilla National Forest and private industrial timber lands. The property was acquired by the CTUIR in 2016 with the intent of restoring a fully functional floodplain complete with a diverse native riparian community consistent with the River Vision that promotes dynamic river functions that provides sustainable harvest of first foods for tribal members. A permanent conservation easement agreement was established by the CTUIR through Bonneville Power Administration in order to protect, conserve, and allow for the enhancement of the Conservation Values. The project is intended to benefit native fish including spring Chinook salmon (reintroduced population using Catherine Creek broodstock), summer steelhead and bull trout by restoring floodplain processes and improving spawning and rearing habitat. Monitoring under these programs include pre and post project habitat and channel/floodplain/topographic surveys and analysis, thermal refugia evaluation, and juvenile and adult fish use. Objectives of these efforts include the measurement of changes following habitat improvement, evaluating relationships of habitat quality and biological interaction, and providing information that supports adaptive management and improvements in habitat restoration and enhancement development.
Additionally, several projects sponsored by CTUIR are evaluated through BPA's Action Effectiveness Monitoring (AEM) program, including riparian vegetation, large wood, and floodplain monitoring.
The Grande Ronde Model Watershed also contributes to monitoring and evaluation of projects through BPA and OWEB FIP funding. Efforts include drone imagery capture, ortho imagery, photos/video and repeat habitat surveys using ODFW methodology which is funded through OWEB Fish.
