Contract Description:
Contract History:
The Protect and Restore Mill Creek Watershed (200003600) has been an on-going project since 2000.  This project is being completed in cooperation with the NPNF.  The ultimate goal of the project is to restore the physical and biological characteristics of the watershed to provide quality habitat for anadromous and resident fish species that support the historical, cultural and economic practices of the Nez Perce Tribe.  The Mill Creek watershed contains high habitat potential for steelhead trout and bull trout; it has moderate habitat potential for spring Chinook salmon.  Restoration in this watershed focuses on restoring riparian processes by addressing increased water temperatures, cattle grazing degredation, fish passage issues, and noxious weed infestations.  Previously completed contract work includes culvert assessment and prioritization, 1 culvert replacement, annual riparian...  vegitation planting, installation of 2.5 miles of fence, and continued monitoring and evaluation.

Summary of 2006-2007 Contract Work:
This project is part of the Nez Perce National Forest-Nez Perce Tribe Watershed Restoration Partnership with in kind contributions from the Nez Perce National Forest.  Due to implementation complications, the current SOW has been extended for one year, resulting in an integrated SOW with a two year performance period of March 1, 2005 to February 28, 2007. This year's contract work will include 1 culvert replacement, riparian planting, fence maintenance, completion of the the design for 2 future culvert replacements, and continued monitoring and evaluation of watershed conditions and project effectiveness.

Notes to file:

RPA Justification
149 Project addresses passage problems, primarily at road/stream crossings, on both private and federal land.
150 Project protects productive non-Federal habitat, since listed salmon and steelhead ESUs are present within Mill Creek.
152 Projects address all the bullets listed for this RPA including support of TMDL development for the SF Clearwater River.  The data collected for the project area will assist in TMDL development.
153 Project addresses riparian planting and riparian protection program management.

Cost Share on Project

This project is a part of the Nez Perce National Forest-Nez Perce Tribe Watershed Restoration Partnership.

Funding in the amount of $511,631 was approved by the Idaho Office of Species Conservation Pacific Coast Salmon Recovery Fund, which Camp Creek will benefit from a portion of that funding.

TRAVEL
It is anticipated that provincial meetings and workshops will be conducted in Portland, Oregon, and Boise, Idaho during the contract period that are critical to contract management and future funding.  The project leader will be expected to attend meetings in order to coordinate the objectives of this project with the goals of the Mountain Snake Province and the NWPPC program and other regional partners.  In addition, to meet requirements of BPA to improve data storage methods and accessibility, the project manager or the project assistant may require a coordination meeting with StreamNet in Portland to work out how this might be achieved.

The total travel to Boise/Portland will require 1 airline ticket and hotel room for the equivalent of 4 nights.

C12995118CoordinationPrepare Partnering Agreements with the Nez Perce National ForestThe Nez Perce Tribe and the NPNF have been partners in watershed restoration since 1996, which includes sharing funds and resources to complete projects. Each year, projects specifics are spelled out in an agreement signed by both parties.$1,8952.37%03/01/200503/31/2005
D12996174Produce PlanIdentify Culvert Restoration ProjectsAn effort to inventory every culvert within the Mill Creek drainage was completed in 2002. This data was entered into a database, and will now be prioritized for future culvert replacement projects. E12997175Produce DesignApprove final design and cost estimate for culvertsDesigns for culvert replacement are a cooperative effort between the NPT and the NPNF. The Forest Service generally takes the lead, and the Nez Perce Tribe reviews and approves all designs before being solicited for bids on construction projects. Additional Notes: Culvert replacements installed to correct fish barriers are designed for stream simulation and sized for active channel, design size is checked with the capacity required for the 100-year flood, and the larger size becomes the final design criteria. Successful stream simulation culverts pass all aquatic species including all life stages of fish. Camp Creek is a tributary to Mill Creek. A plan of work and cost-share will be detailed in the agreement for implementation. Hepner and Merton Creeks are tributaries to Mill Creek. Designs will be completed during this contract cycle, and implementation will follow in the next two years. $8,68310.84%03/01/200502/28/2006
F12998184Install Fish Passage StructureReplace Camp Creek Culvert.Camp Creek was easily identified as a high priority for replacement as it was undersized and did not pass all life stages of fish. Additional Notes: This work element will return fish passage to 3 miles of stream by removing and replacing existing culvert that is a juvenile spring Chinook and steelhead migration barrier. The culvert is located at T2N/R3E/Sec.13. The NPNF will offer and manage contract installations. Funding will come from NPT through BPA, the Idaho PCSRF, and the NPNF. $30,68338.31%03/01/200509/30/2006
G1299918Maintain Terrestrial StructureEXPIRED: EXPIRED: Maintain Fence Five miles of fence were constructed between the years of 2000 & 2001 to protect critical meadow habitat. Fence consists of post and rail and post and four-strand barbed wire. Additional Notes: The fence maintenance and construction crew is used by the entire watershed division. This project will be completed between the start and end date, but the exact timing is dependent on other projects within the division.$00.00%03/01/200512/30/2005

I13001157Collect/Generate/Validate Field and Lab DataCollect data on culverts installed in 2004 and 2005A monitoring protocol for culvert replacements will track the status of habitat within and around the culvert and the stream channels reaction to the newly installed culvert. $3,8524.81%07/01/200509/30/2006
J13002157Collect/Generate/Validate Field and Lab DataStream Habitat Data CollectionStream habitat and temperature data will be collected within Mill Creek, and this data will be summarized into a monitoring report, showing trends of conditions as a result of watershed restoration activities. Additional Notes: Data is needed to monitor and evaluate biological, chemical and physical habitat parameters that affect salmonid production in the Mill Creek watershed. Information will be collected on macro-invertebrates, flow, temperature, sediment composition, and habitat parameters to include channel morphology, valley width index, Wolman Pebble counts, cobble embeddedness, large woody debris, bank stability, and riparian condition and density. The monitoring will occur between the start and end dates above, but the exact timing for the locations will be determined and adjusted during field season. $1,9852.48%03/01/200509/30/2006
