This project seeks to develop two novel monitoring and evaluation programs: (i) subbasin-scale pilot status and trend monitoring efforts for anadromous salmonids and their habitat in the Wenatchee, John Day and Salmon River basins, and (ii) effectiveness monitoring for suites of habitat restoration projects in selected watersheds within the three target subbasins.  This work builds on current status and trend monitoring programs within each of these basins; however, the proposed work differs structurally from much of the ongoing status and trend monitoring work as it focuses on the explicit development and testing of the sampling protocols and methodologies required for generating habitat and population monitoring data of known spatio-temporal resolution, accuracy and precision.  The proposed work expands on the utility of status monitoring data to explicitly address watershed-scale questions of habitat restoration action effectiveness.  The ultimate objective of the project is to develop an end-to-end data gathering to analysis system that supports tributary habitat off-site mitigation actions.

This contract's specific portion of the entire project (2003-017-00) will address overall coordination tasks.  The overall technical and scientific coordination of the project will be accomplished by the project sponsor (NMFS/NWFSC, Dr. Chris Jordan) through this contract.  

This contract will also cover three additional technical coordination tasks: data collation to support initial design and scoping, data management system design and development, and statistical support for project data analysis.  These tasks fall under the overarching heading of technical project management, and are identified as individual tasks as they will be accomplished through a variety of subcontracting vehicles initiated by the project sponsor.

The role of actions under this contract are to integrate and oversee all other ISEMP (2003-017) contract and cost-share actions.  As a result, some WEs appear redundant with other contracts; however, these are shared tasks and tasks where direct NOAA staff or contractor participation is necessary.  All potential WE overlap is identified in the WE description.

B113753156Develop RM&E Methods and DesignsPIT tag antenna design and installationThe ISEMP project proposes to use PIT tags implanted in juvenile and adult spring/summer Chinook salmon and steelhead, in conjunction with extended length PIT tag arrays to estimate juvenile and adult movement patterns, survival, and abundance via mark-recapture. The extended length PIT tag arrays consist of two sets of antennas, separated by a distance of approximately 5 m that span the entire width of the stream. As PIT tagged juveniles or adults pass the arrays the PIT tags are triggered to report an individual specific tag code. Due to the upstream and downstream antennas, the resulting information can be used to determine the direction of fish movement and the efficiency of the array. Arrays will be deployed at the mouth of the major tributaries and in the mainstem Bridge Ck, SF John Day, Wenatchee, Entiat, SF Salmon and Lemhi Rivers. Projects that have claimed that they support one or more RM&E RPAs (i.e., RPAs 50-73) under the FCRPS BiOp are required to report their results. To facilitate the summary of these results across the entire Columbia River Basin, and to provide more clarity as to the format required under the BiOp, separate BiOp reports are now required to be completed online. If desired, the required information can be prepared in MS Word, and be pasted into Taurus. The online BiOp RPA report in Taurus (https://www.cbfish.org) should include the data, analyses, and data management completed by your project by December 31st. Any activity after the last day of the Calendar Year should be included in a subsequent BiOp report. For example, if you have completed redd surveys, but have not completed the analyses, you will report the preliminary data (# of redds). You do not need to rush your analyses; they may be reported in the subsequent RPA report. For each RPA, follow the directions in Taurus for each of the three sections and, as appropriate, input graphical or tabular data, accompanied by explanatory text. These are cumulative summary reports and should show relevant results for the life of your project.
