Contract Description:
AUTHORIZATION:

The Northwest Power Planning Council (NPPC) authorized construction of Nez Perce Tribal Hatchery Complex (NPTHC) facilities 17, May 2000.  Construction began July 2001 and was essentially completed in October 2002.  The hatchery was dedicated 9, October 2002.  Spring and fall Chinook salmon eggs were brought on-station for incubation in October, and all systems appeared to be functioning.  

This statement of work and budget contain activities and costs associated with the operation and maintenance of the Nez Perce Tribal Hatchery and six satellite facilities.  Based on NPPC authorization for out-year operation and maintenance costs we are requesting the following:

FY2014 O&M budget:  $2,155,377
  
2014 OBJECTIVES:  
NPTHC plans to release 1.4M FCS and 825,000 SCS into the Clearwater Subbasin.  To meet these...  objectives, ~962 adult FCS will be trapped at Lower Granite Dam and at the NPTH ladder.  Egg take goal for the FCS program is 1,800,000 green eggs.  ~458 adult SCS will be trapped at NPTH and may be trapped from Weirs on Lolo and Newsome Creeks, depending on returns.  Adults for the SCS program may also come from other hatcheries in the Clearwater Subbasin.  Egg take goal for the SCS program is 718,750 green eggs.

To summarize, the following numbers and groups of fish will be reared and/or released in 2014 through the NPTHC program.  

* 500,000 BY13 fall Chinook subyearlings at NPTH - released into Clearwater River
* 200,000 BY13 fall Chinook subyearlings at Cedar Flats Acclimation Facility - released into Selway River
* 200,000 BY13 fall Chinook subyearlings at Lukes Gulch Acclimation Facility - released into South Fork Clearwater River
*               500,000 BY13 fall Chinook subyearlings at North Lapwai Valley Acclimation Facility - released into Lapwai Creek

* 200,000 BY11 spring Chinook smolts at NPTH - released into Clearwater River (Early reared at IDFG's Clearwater Hatchery).
*   75,000 BY13 spring Chinook pre-smolts at Newsome Acclimation Facility - released into Newsome Creek  
* 150,000 BY13 spring Chinook pre-smolts at Yoosa/Camp Acclimation Facility - released into Lolo Creek
*               400,000 BY13 spring Chinook parr direct steam released the Selway River near the mouth of Meadow Creek

Since the temporary weir proved ineffective, managers agreed to an alternative strategy where Idaho Fish and Game’ s Clearwater Fish Hatchery would provide NPTH with 200,000 juvenile SCS each fall, to be released into the Clearwater River directly from NPTH the following spring as yearlings. Returning adults from these releases are intended to provide broodstock for the Meadow Creek Program, and act as a backup brood source for other NPTHC SCS programs.$145,0006.73%01/01/201412/31/2014
E129232176Produce Hatchery FishSalmon Production - BY13 Spring ChinookDevelop localized brood sources to supplement Lolo Creek, Newsome Creek and Meadow Creek by propagating and releasing 625,000 spring Chinook fingerlings into area streams. Rear 200,000 smolts from Clearwater Hatchery (IDFG) at NPTH. Returning adults from this program (released in April from NPTH into the Clearwater River annually) will provide broodstock for the Meadow Creek program, since no adults are trapped there. They may also be used as broodstock for other NPTHC SCS programs. Beginning in January, provide early rearing at NPTH. In April or early May transfer up to 75,000 SCS from NPTH to Sweetwater Springs facility for intermediate rearing. In June or July, transport 400,000 SCS parr by truck to "Racetrack" and release them into the Selway River at the mouth of Meadow Creek at a size of 117 fish per pound (3.88 grams). In early September, transport 75,000 SCS pre-smolts from the Sweetwater Springs facility to the Newsome AF for final rearing and acclimation. The pre-smolts will be released into Newsome Creek in mid October at a size of 29 fish per pound (15.6 grams). In early September, transport 150,000 SCS pre-smolts from NPTH to the Yoosa/Camp AF for final rearing and acclimation. The pre-smolts will be released into the confluence of Yoosa/Camp creeks in mid October at a size of 34 fish per pound (13.34 grams). In early to mid-September, receive ~200,000 SCS smolts from Clearwater Hatchery for rearing at NPTH until the following April, at which point they are released into the Clearwater River. Throughout the year, compile, record, store and report appropriate in-hatchery data internally, and via Pisces status reports, monthly and annual reports. Beginning in May transport adults collected at weirs located on Lolo and Newsome creeks to NPTH, if returns to those streams are sufficient to support brood collection, as determined by NPTH M&E staff. If returns are not sufficient to support brood collection in project streams, broodstock will be provided by adults trapped at NPTH and from other Clearwater Basin hatcheries. In August, spawn all SCS adults held at NPTH. Egg take goal to meet the entire SCS production goal of 625,000 is approximately 718,750 to account for rearing loss. Transfer fertilized eggs to incubation rooms at NPTH, where they are reared until swimup the following year. In March or April, transfer up to 500,000 juvenile FCS from NPTH to North Lapwai Valley AF for final rearing, acclimation and release into Lapwai Creek in May or June (based on water temperature). Release size goal is 50 fpp (9.07 grams). In April, transfer up to 200,000 juvenile FCS to Luke's Gulch AF from SWS for final rearing, acclimation and release into the South Fork Clearwater River in mid June at a size of 50 fpp (9.07 grams). In April, transfer up to 200,000 juvenile FCS to Cedar Flats AF from SWS for final rearing, acclimation and release into the Selway River in mid June at a size of 50 fpp (9.07 grams). Provide final rearing and acclimation for up to 500,000 FCS juveniles at NPTH prior to direct release into the Clearwater River in June. The goal is to release the fish at a size of 50 fpp (9.07 grams). Throughout the year, compile, record, store and report appropriate in-hatchery data internally, and via Pisces status reports, monthly and annual reports. H129235176Produce Hatchery FishSalmon Production - BY14 Fall ChinookTransport FCS from LGR to NPTH for holding and spawning, in accordance with the U. S. vs. Oregon Fall Fishery Agreement. Trapping at LGR begins in August based on water temperature at the dam, and typically ends by late November. The established goal of NPTH is to receive 30% of the adult trapped at LGR. Trap and hold FCS that enter the ladder at NPTH for spawning. The adult ladder and trap at NPTH will be operated to collect FCS adults from September through early December. In October, November and early December, spawn ~920 FCS adults held at NPTH. Egg take goal is approximately 1,800,000 to account for rearing losses and BKD culling. Incubate FCS eggs in heath trays until virology results are received (BKD ELIZA testing is conducted on every female, and eggs from females with an ELIZA value of 0.02 or higher may be culled). Eyed eggs within acceptable fish health standards are shocked, picked, and moved back into incubation rooms to hatch and "button up" prior to transfer to production tanks. Eyed eggs excess to program needs may be shipped to Lyons Ferry Hatchery. Throughout the year, compile, record, store and report appropriate in-hatchery data internally, and via Pisces status reports, monthly and annual reports.
