The O & M sub-proposal currently covers the following YKFP fish production and research facilities: the Cle Elum Supplementation and Research Facility (CESRF), the Prosser Fish Facility, and the Marion Drain Fish Facility
 
Proposal Executive Summary:
The Yakima/Klickitat Fisheries Project (YKFP or Project) is a supplementation project designated by the NPPC as the principle means of protecting, mitigating, and enhancing the anadromous fish populations in the Yakima and Klickitat Subbasins. The Project's production and research activities will be brought on-line in stages. The first phase (tier) includes the supplementation of upper Yakima River spring chinook. This initial phase also includes research designed to determine the feasibility of re-establishing a naturally spawning population of coho salmon in the Yakima Subbasin. YKFP fish production also includes fall/summer chinook, which are being studied to determine those aspects of the supplementation program which may be applicable. Master Plans for long-term production of coho and fall chinook in the Yakima Basin and associated facilites construction/upgrades are anticipated in this funding cycle. Review of these long-term Master Plans will occur through the NPCC's 3-step review process.

The O & M sub-proposal currently covers the following YKFP's fish production and research facilities: the Cle Elum Supplementation and Research Facility (CESRF); the Prosser Fish Facility (PFF); and the Marion Drain Fish Facility (MDFF). Policy direction and planning for each facility's operation is accomplished through the joint efforts of the YN and WDFW. All facilities are operated by the YN. All of the YKFP's Yakima Basin fish production activities are covered by the O & M sub-proposal. These activities include: broodstock collection, spawning, incubation, rearing, and acclimation/release for fall/summer and spring chinook and coho. Steelhead kelt reconditioning and sturgeon rearing activities are also conducted at the Prosser facility. Steelhead kelt reconditioning is a joint project with CRITFC addressed in proposal (#200001700 Steelhead kelt reconditioning), with a considerable amount of work conducted in the Yakima Basin using facilities at Prosser Hatchery. Steelhead kelt reproductive success is addressed in proposal (#200306200 Evaluate reproductive success of steelhead kelts). A new "fast track" proposal (#201003000) is beginning implementation and will address research to refine viable salmon population parameters for all populations of steelhead in the Yakima Basin. Proposal 2008-467-00 (Yakima steelhead acclimation facilities) is an Accords project to address facility needs to support research and recovery of listed steelhead in the Yakima Basin. Adult sturgeon are also held at Prosser/Marion Drain and the YN is exploring options for utilizing these fish for enhancement in the Columbia River. YN is also exploring methods of reintroduction/enhancement of lamprey and sockeye populations.

This proposal is most directly related to 1995-063-25 YKFP Research, Monitoring, and Evaluation (Yakima Basin) and will frequently refer the reader to that proposal.

Project Significance to Regional Programs: View instructions
The Yakima/Klickitat Fisheries Project was identified in the 1982 Columbia River Basin Fish and Wildlife Program (Measure 704(i)(3) and 904(e)(1). A draft Master Plan was presented to the Northwest Power Planning Council in 1987 and the Preliminary Design Report in 1990. In both cases the NPPC instructed the managers (YN and WDFW) to carry out planning functions that addressed uncertainties in regard to the adequacy of supplementation in the areas of meeting production objectives and limiting adverse ecological and genetic impacts. At the same time, the Council underscored the importance of adaptive management of the project. Therefore, design and construction of critical facilities is a key component of achieving the objectives and goals of the Project. The YKFP is unique in having been designed to rigorously test the efficacy of supplementation. The Northwest Power Act directs the NPCC to develop a program to: “protect, mitigate and enhance fish and wildlife”. Mitigation is also essential for the protection of treaty reserved rights. The Council’s FWP is one of the largest regional efforts in the nation to recover, rebuild, and mitigate impacts of hydropower dams on fish and wildlife. The FWP must also be consistent with treaty rights. The 2000 FWP (Council document 2000-19) establishes a basin wide vision for fish and wildlife along with four overarching biological objectives: 1. A Columbia River ecosystem that sustains an abundant, productive, and diverse community of fish and wildlife. 2. Mitigation across the basin for the adverse effects to fish and wildlife caused by the development and operation of the hydrosystem. 3. Sufficient populations of fish and wildlife providing abundant opportunities for tribal trust and treaty right harvest and for non-tribal harvest. 4. Recovery of the fish and wildlife affected by the development and operation of the hydrosystem that are listed under the Endangered Species Act. Clearly, mitigation for the impacts of the hydrosystem has been and remains one of the Council’s highest priorities as directed by Congress. The fall Chinook releases and strategies in this proposal are direct implementations of mitigation for construction of John Day Dam (TAC 1997). With respect to fall Chinook, implementing the “direct alternative of restoring the habitat” (ISRP/ISAB 2005-15) would require dam removal to restore mainstem Columbia River natural spawning grounds. The coho releases and strategies in this proposal were also developed largely in response to the mitigation and treaty trust obligations embodied in the FWP. YKFP habitat restoration objectives and strategies complement production strategies to implement, to the extent practically possible, the full ecosystem restoration aspect of the FWP vision. Fall Chinook and coho releases in the Yakima River are funded from sources other than the BPA (e.g., Mitchell Act). Fall Chinook and coho in the Yakima Subbasin were extirpated or depressed by a variety of factors including construction of the dams. This proposal is designed to rear and release fish for restoring and enhancing these populations. See also response for proposal 1995-063-25.

The operation and maintenance of the YKFP’s fish production and research facilities are critical to Project success,  specifically they are necessary to:

 

  • Test the hypothesis that new supplementation techniques may be used in the Yakima and Klickitat River basins to increase natural production and to improve harvest opportunities, while maintaining the long-term genetic fitness of the wild and native salmonid populations and keeping adverse ecological interactions within acceptable limits;
  • Continue efforts to evaluate the feasibility of reintroduction/enhancement of all species historically present in the Yakima subbasin;
  • Continue efforts to attain knowledge about the use of supplementation and reintroduction, so that information may be used to mitigate effects on anadromous fisheries throughout the Columbia River Basin;

 

Supplementation is defined as the utilization of artificial propagation in an attempt to maintain or increase natural production while maintaining long-term fitness of the target population and while keeping ecological and genetic impacts on nontarget species within specified limits (RASP 1992). As applied by the YKFP, its goal (as distinct from conventional hatchery practices) is to increase the numbers of naturally spawning fish in the Yakima and Klickitat basins. Its ultimate goal is to produce enough naturally spawning fish with a high enough survival rate to be able to phase out artificial propagation.

Current YKFP operations have been designed to test the principles of supplementation and reintroduction.  The Project’s experimental design for the spring chinook supplementation program and coho reintroduction (see YKFP M&E proposal #199506325) has focused on the following critical uncertainties affecting supplementation:

 

  1. Survival and reproductive success of hatchery fish after release from the hatchery;
  2. Impacts of hatchery fish as they interact with non-target species and stocks; and,
  3. Effects of supplementation on the long-term genetic fitness of fish stocks.

 

The Fall Chinook program is evaluating enhancement and rearing techniques of the mainstem Yakima and Marion Drain populations.

 

Through this sub-proposal, project employees will implement the YKFP’s experimental design by producing fish subject to the YKFP’s experimental treatment specifications as described in the YKFP M&E proposal (# 199506325).

From 1999 to 2002 the YKFP O& M consisted only of the upper Yakima river project (# 1997-013-25). The lower Yakima river O & M was funded under Coho reintroduction and Feasibility of supplementation to increase mainstem Yakima river and Marion drain fall Chinook, (Project #1996-033-30). Since 2003 the YKFP upper and lower O&M has been funded under one project # 1997-013-25. The hatchery Operations and Maintenance effort is an important component of the overall Yakima Klickitat Fisheries Project that is designed to increase salmon production and harvests in the region. Details about the O&M effort were not provided in the proposal. Instead, the proposal referenced other documents, such as the Revised Master Plan and the 2020 annual M&E report that contain considerable information regarding hatchery operations and production. The ISRP encourages the proponents to continue to address issues raised by the ISRP (2020-3, 2020-9). Given these comprehensive reports and recent ISRP reviews, the Operations and Maintenance project is judged to meet scientific review criteria.

Q1: Clearly defined objectives and outcomes

The goal of the Yakima Klickitat Fisheries Project (YKFP) is to restore sustainable and harvestable populations of salmon, steelhead and other at-risk species that were historically present in the Yakima subbasin. Specific stock abundance objectives by species for the Yakima Basin were developed in collaboration with the Columbia Basin Partnership Task Force of the Marine Fisheries Advisory Committee and presented on pages 212-249 of the task force’s Phase 2 Report. Specific release goals for Yakima Basin production facilities and programs were stated in the proposal. Nevertheless, the proposal should have provided objectives that describe the functions and expected outcomes from the activities of this specific project, which involve brood stock collection, adult holding, spawning, incubation, rearing, acclimation, and release of fish.

Q2: Methods

Methods and metrics for summarizing annual performance statistics were briefly noted in the proposal, and more comprehensive reports were cited, including the recently reviewed revised Master Plan by ISRP (2020-3).

Q3: Provisions for M&E

The proposal briefly described the adaptive management and annual project review process for the overall YKFP. Reports containing more details were cited. The purpose of these annual reviews is to (re)assess project objectives, to show progress towards those objectives, and to evaluate whether any strategies or assumptions need to be altered in the face of new information gained over the past year. Specific details and examples of this process were not provided.

Q4: Results – benefits to fish and wildlife

The proposal did not specifically describe hatchery production trends, but it did reference the annual M&E report and the Revised Master Plan, both of which have been recently reviewed by the ISRP.

The project needs to really assess response to supplementation of the wild population...and to do that, the calculations will need to include a method of estimating proportions of wild to hatchery fish in reference versus treatment streams. We also acknowledge that because of the sheer size and complexity of this project, it is not possible for any single reviewer to get his/her arms around it. As a group we wholeheartedly support the idea that future ISRP review efforts should be conducted in conjunction with the annual Yakama Nations' Fisheries Program Review, thereby taking advantage of that meeting's presentations and discussions.

Comments specific to this O&M proposal:

This O&M project is identified as a crucial component of the broad YKFP project which mitigates for the federal power projects by supplementing populations and improving habitats. The YKFP O&M project specifically addresses the operation of three facilities critical to the YKFP's supplementation experiment (Cle Elum Facility [CEF], Prosser Fish Facility [PFF], and Marion Drain Facility [MDF]). These facilities handle the bulk of work associated with brood collection and husbandry, incubation and rearing, and acclimation and release for fall and spring Chinook and Coho. As specifically focused on CESRF, PFF, and MDF this project identifies its role within the broader YKFP. However, the broader rationale and significance needs to be described beyond the need for ongoing facilities O&M. More specifically, why the facilities need to be kept going is crucial in terms of the realized or potentially realized benefits of artificial production and supplementation.

The project history was mostly a listing of dollars spent.

The objectives are very brief, but this is all about simply producing fish. Lost are the overarching objectives about restoring wild runs and minimizing risks to native fish. Most of the Methods for the work elements are straightforward. While the earlier disagreements about specific wording in regard to 2x2 factorial breeding designs have been addressed in this version, the ISRP remains generally skeptical about the ability of a broad supplementation program at restoring or even maintaining population viability. That M&E is directly integrated will help to dispel this skepticism if natural productivity is demonstrated as a result of the program.

As the stated objectives are non-biological for this specific project, M&E are not amenable unless there is some actual habitat work being conducted (which is not obvious). As such there is no real science to review here, although review is doable for the broader program. Information transfer needs to occur for biological data (as well as coordination and planning) within the broader YKFP context.

While the facilities and personnel are appropriately large-scale (21+ personnel) at three major (+ satellite) facilities, the timeframe to reach some decisional nexus is not well described.

This project completely covers operation and maintenance activities necessary to spawn, incubate, rear, acclimate and release all fish required by the YKFP in the Yakima subbasin.  This project is necessary for the implementation of Yakima Basin YKFP monitoring activities being undertaken by YN and WDFW.

The physiology of hatchery spring chinook reared under the YKFP O&M proposal is monitored by Dr. Don Larsen and colleagues under Fish and Wildlife Program (FWP) project 200203100, “Growth Rate Modulation in Spring Chinook Salmon Supplementation”.

Another related project monitored by Dr. Andrew Dittman and colleagues (currently funded by NOAA) “Spatial scales of homing efficacy of hatchery supplementation on wild populations” involves monitoring the homing and straying of adult supplemented spring Chinook in relation to their juvenile acclimation release site.

FWP habitat improvement projects (both YKFP and others) in the Yakima Subbasin relate to this project, as they will influence the quality of the aquatic environment.  Project 199705100, “Yakima Side Channels” is intended to correct one of the most serious environmental problems in the upper Yakima: degradation of salmonid rearing habitat provided by side channels.  A series of passage, irrigation screening, riparian and instream flow enhancement projects include project 199803300 “Restore Upper Toppenish Creek Watershed”, project 199705300 “Toppenish /Simcoe instream flow restoration and assessment”, project 199901300 “Ahtanum Creek Watershed Assessment”, and project 199603501 “Satus Creek Watershed Restoration”.  Project 199704900 (Old no. 5510900, “Teanaway River Instream Flow Restoration”) attempts to restore adult and juvenile passage to upper Yakima tributaries dewatered or blocked by irrigation diversions.  The Teanaway project is especially important because an acclimation site is located on the North Fork of the Teanaway River.  Project 200202500 – “Yakima Tributary Access and Habitat” focuses on tributary passage restoration, screening and habitat restoration throughout the Yakima watershed.  Finally, projects 199105700 and 199200900 provide funds for the WDFW Yakima screen shop and the Yakima Project Office of the Bureau of Reclamation (BOR) to build and maintain screens on irrigation diversions and to maintain fisheries monitoring and enhancement facilities (fish ladders, the Chandler and Roza smolt traps, the Roza adult trap, etc.) owned by the BOR.

This project is also related to kelt reproductive success projects being conducted in cooperation with the Columbia River Inter-Tribal Fish Commission:

Recondition Wild Steelhead Kelts
Continue to test and evaluate methods to recondition steelhead kelts and/or transport them around hydro system, generate science-based management recommendations, and assist in their implementation to rebuild wild steelhead populations throughout the Columbia Basin. A large part of this work is conducted in the Yakima Subbasin.

Evaluate Reproductive Success Kelt Steelhead
This evaluation program is designed to investigate the reproductive success of hatchery-reared, natural-origin, and reconditioned kelt steelhead Oncorhynchus mykiss in three different evolutionary significant units (Upper Columbia, Mid Columbia, and Snake River) under natural conditions. The two major goals are 1) directly examine reproductive success in several streams; and, 2) replicate and evaluate kelt reconditioning procedures and protocols at a variety of locations. A large part of this work is conducted in the Yakima Subbasin.
